Among them, two industrial clusters, such as construction equipment in Luojiang District of Quanzhou City and semiconductor lighting in Anxi County, are among them, accounting for half of the number of selected cities in the province in this batch, and the cumulative number of recognized cities ranks first in the country.

It is reported that the selected Luojiang District construction equipment industry cluster covers road machinery, excavation machinery, sand making equipment, construction robots, control equipment and other construction equipment. Up to now, there are 152 enterprises in the cluster, including leading enterprises such as Tietuo Machinery, Xinyuan Heavy Industry, Jinli Construction Machinery, and Green Energy and Environmental Protection. The industrial cluster has 1 national single champion cultivation enterprise, 2 national individual champion products, and 4 provincial individual champion products; There are 1 national-level specialized, special and new key "little giant", 6 "little giants", and 19 provincial-level specialized, special and new small and medium-sized enterprises. Last year, the industrial cluster achieved an output value of 18.256 billion yuan, with an average growth rate of more than 15% in the past three years.

At present, there are 125 upstream, midstream and downstream enterprises in the optoelectronic semiconductor industry in the semiconductor lighting industry cluster in Anxi County, covering the whole industrial chain of "substrate-epitaxy (chip)-packaging-application". Among them, Jingan is the world's largest manufacturer of sapphire substrates; Innovent is one of the leading LED packaging manufacturers in China; Tiandian ranks among the top three in the comprehensive strength of the domestic lighting packaging industry; Zhongke Biotechnology has the world's largest LED plant factory, and its photobiotechnology ranks first in the country; As a professional provider of LED display application products and solutions, Haijia Group's brand ranks among the top three in the industry's channel wholesale. Last year, the total output value of the industrial cluster reached 22.372 billion yuan, with 6 specialized, special and new small and medium-sized enterprises, 1 specialized, special and new "little giant", 1 national manufacturing individual champion, and 2 provincial manufacturing individual champions.

Previously, three clusters in Quanzhou City, including Jinjiang Sports Shoes Raw and Auxiliary Materials, Nan'an Plumbing Kitchen and Bathroom, and Dehua County White Porcelain, have been rated as national small and medium-sized enterprise characteristic industrial clusters. It is understood that in order to promote the development of small and medium-sized enterprises with characteristics and clusters, the Ministry of Industry and Information Technology issued the "Interim Measures for Promoting the Development of Characteristic Industrial Clusters of Small and Medium-sized Enterprises" in 2022, which clearly organizes the identification of characteristic industrial clusters of small and medium-sized enterprises by county-level administrative divisions.

"Since the Ministry of Industry and Information Technology has carried out the identification of characteristic industrial clusters for small and medium-sized enterprises, Quanzhou has vigorously supported all counties (cities and districts) to actively cultivate characteristic industrial clusters for small and medium-sized enterprises." According to the relevant person in charge of the Municipal Bureau of Industry and Information Technology, through in-depth visits and surveys to 13 counties (cities and districts), more than 30 symposiums were held to comprehensively sort out the key industrial chains at the county level. At the same time, we visited more than 100 chain owners and key node enterprises, nearly 20 large institutes and innovation platforms one by one, to find out the direction and portrait of key industrial chains in the city and county, and lay a good foundation for the declaration of characteristic industrial clusters. "In addition, in terms of support policies, Quanzhou City has taken the lead in introducing incentive measures in the province and even the whole country, and the counties (cities, districts) have successfully created national and provincial small and medium-sized enterprise characteristic industrial clusters around the cultivation of specialized, special and new enterprises, and the municipal finance will give different amounts of positive incentive fund rewards."
